Full Job Description
The Estates Officer is a varied and interesting post that ensures STAR is
supported in its delivery of its home ownership, commercial assets,
development, and corporate estate management activities.
The post is in the Asset Management team, which ensures that assets are fit for
purpose and meet the needs of our residents and staff through a variety of
activities such as building and condition surveying, planned maintenance,
sustainable interventions, aids and adaptations, and commissioning new
developments.
The post holder will be responsible to the Assistant Director of Assets who is in, The post holder will be responsible for:
Estates management:
- Ensure that the organisation's small commercial/non-residential portfolio
- Act as the liaison officer with leaseholders generally, but in particular
- Support Finance in the preparation of service charge invoices and act
- Lead and provide advice in respect of estate tenant enquiries and
- Advise on disposal options and lead disposal activity including liaising
- Act as the lead for the organisation's corporate estates requirements;
- Co-ordinate the acquisition of Section 106 home purchases with the
- Instruct and liaise with Shropshire Council Legal team in respect to Right
- Assist in all aspects of processing of Right to Buy applications from receipt
- Carry out credit checks as part of the Right to Buy process.
- Support the organisation's development partner on any ongoing shared
- Support the Assistant Director - Assets as a client liaison with STA R's
- Oversee the process to ensure new sites are brought into the business
- Provide professional property advice, guidance and support to enable
- Procure valuations as and when required.
- Monitor personal performance against targets and taking action to
- Maintain property database systems and records, where appropriate
- Work within a team, support colleagues and attend team meetings,
- Adopt a customer focused approach when delivering their service,
- Act as an advocate for their service and work collaboratively with

These duties are illustrative and not exhaustive. The postholder will be
expected to become involved in a range of work to enable the service to
respond effectively to the changing requirements of STAR Housing and
changes affecting the workforce.

6. Conditions of Service
a) The conditions of service are those laid down by STAR Housing, which have
been adopted and amended as necessary from those laid down by the
National Joint Council for Local Government Services.
Shropshire Towns & Rural Housing (STAR) is an arms-length organisation (ALMO)
set up to manage the housing stock on behalf of Shropshire Council. We
manage around 4,100 homes in the Oswestry and Bridgnorth areas and
provide a range of traditional housing services including repairs, tenancy
management and lettings. We also provide housing support services to
vulnerable tenants.

and regulations.
8.45am - 4pm Friday with a lunch break of 30 minutes. Occasional
work outside of office hours may be required,
d) This post carries eligibility to join the Local Government Pension Scheme.
Information about this and other pension options will be sent with any formal
offer of appointment.
e) It is a condition of your appointment that you provide a suitable vehicle
for the performance of your duties and that this is readily available for use
during normal working hours. You are entitled to claim for reimbursement
of the costs of travel on STAR Housing business at HMRC rate.
f) Annual leave entitlement is 28 days per year, rising to 33 days after 5 years'
service. Two of which need to be held for Christmas Closure's. In addition,
staff receive statutory bank holidays and a concessionary day at Christmas
is given at the Company's discretion.
g) The appointment is subject to two month's notice in writing on either side.
h) The appointment is subject to six months' satisfactory probationary service
during which time the notice period will be one week on either side.
i) Smoking is not allowed in STAR buildings, in STAR vehicles or in any STAR
place of work.
